Card payments are accepted in St Petersburg and Moscow city centres, and there are numerous ATM machines.

St Petersburg and Moscow are not particularly cheap for foreigners. OK if you eat in local places you might get a bargain, but generally restaurants, museums, shops, etc are not cheap and you will need to be prepared to accept (grudgingly perhaps) that foreigners are often charged more than locals.
